We have a series of thin 610 WES, image 5.1.983 agent version, 4.5.3660.161180.
We set Turn off monitor to never in power management options with an Administator account. But when logged on with User account the client turn off the monitor after 15 minutes (factory settings). With User account it is not possible to set the power options and the system not inherit the settings of the Administrator account. Any suggesttions to set turn off the monitor to never also with User account?

Have you tried the powercfg command from the Admin account cmd prompt? I believe that command will set the prefs for the machine, and not just the Admin account.
Ex.: powercfg -x -monitor-timeout-ac 0
The command works on my WES7 6.1.7601 build.

Ah, well then I'm stumped. You could try the method posted over on Microsoft's site:
My WES 2009 TC's have the same behavior, but we've never looked into changing it. It doesn't disrupt our operations too badly.

You may be able to grab powercfg.exe from an XP Professional PC, push it down and run the aforementioned script to set the Power Policy.
You can also, as Administrator, run 'Disable User Security' from the Administrative Tools, log in as User, change the Monitor Timeout, log back in as Administrator and run 'Enable User Security'.
A third option may be to export the User's PowerPolicies registry key (\Control Panel\PowerCfg\PowerPolicies) after performing the 2nd suggestion above and only push out that registry change to other devices.

Tks for the hint!
We tried all your suggestion but the second and the third did not work.
Only the first one seems to be appliable.
We have copyed the powercfg onto the client and then launched the command window using user credential, in this way we was able to change the right key in the active power scheme.
