Modem not connecting a second time.

I have a modem (Hayes Accura 56K, set to auto-answer, hardware handshaking) connected to the serial port of an HP B2600 base station running HP-UX 10.20.
I can dial in once and connect into an hp-term session, and can subsequently hang up. The modem hangs up ok. The second time I dial in, the modem connects but does not progress to the login prompt. The only solution is to disconnect then reconnect the modem to serial port cable, then dial-in is successful into hp-term. (switching the modem off then on does not allow the second dial-in to succeed).

This has also occured on more than one model ofbase unit, and more than one make of modem.

Can anyone suggest how to fix this (please)?
