HP PAVILION MODEL E-067SI NOTEBOOK DOES NOT SHUT DOWN AFTER UPGRADING TO WINDOWS 8.1

I recently upgraded my new HP Pavilion notebook from Windows 8 to Windows 8.1 and installed all drivers from HP website.  Windows has also been updated. My notebook no longer shuts down completely when using the power button in Windows and it appears that it is in "sleep" mode, but none of the keys wake it.  I have tried all the recommended Windows checks and repairs, without any success.  The only way I can shut down this brand new notebook is to use the power-button on the device.  I cannot downgrade to Windows 8 as we work on a network server.  The local HP support people also could not help.
