Did you install the processor yourself? The reason I ask is that this notebook did not come with a T4200 processor.
The 64 Bit capable processors the nc6400 came with are the T5500, T5600, T7200, T7400 & T7600. They all have the 2M L2 cache and a 667MHz FSB.
The T4200 has a 1 MB L2 cache and an 800 MHz FSB.
I would check your BIOS to see what FSB that processor is running at.
According to the motherboard specs the fastest FSB the processor and memory will run at is 667MHz
I would suggest there is a compatiblilty issue with that processor and the nc6400 which may be why you are receiving that error.
But I agree with you according to the processor specs from Intel, it is a 64 bit capable processor.
I have an nc6400 with the T7200 processor and it loaded Windows 7 x64 with no problems.

Actually, I have an nc6400 with a T2400 1.83GHz Intel Centrino Duo processor and received the exact same error message attempting to install a 64bit OS.
Note: T2400 NOT T4200.
The LT has Vista Business 32bit installed.

The T2400 processor is not a 64 bit capable processor. You need the T5600 or T7200 for a 64 bit OS to work on an nc6400.

First, scroll down to the Instruction Set category, and you will see 32 bit, 64 bit, 64 bit repectively.
Then scroll down to the Intel 64 category. You will see: No, Yes, Yes respectively.
