C8010A specs says that it can write 11 Gb/hour

With BE I get about 150 Mb/min

But when I test it with HP StorageWorks Library and Tape Tools
perfomance changes dramatically

Performance is always directly related to the system the drive is attached to. When you are testing with LTT you are writing raw data and the results will be different than what you see when you back up your system. There are so many factors involved.
