They must not reboot or change any configuraion like root user.
I have tried in SAM application but unable to define the Privelages to the users.Can anybody help me in this regard

you can assign restricted shell to user by using this command
useradd -s /usr/bin/rsh username
otherwise you can use sam -> account for users and groups -> users -> action -> add ->
change the startup program to /usr/bin/rsh

It depends on specifically what you wish to allow or disallow.
the rsh, restricted shell limits them a lot, but if they need to do something rsh does not permit it won't work
In general, I create a limited power user group add users to this group and give that group very limited access with permissions and that allows me to do it with a very fine grain as to the do's and don'ts.
