I am trying to locate an HP Manual which describes System Startup from Power on ---> PDC ---> ISL ---...> inittab ---> ....> OS load complete.

For HP-UX v9.XX zhere was a book: "How HP-UX Works: Concepts for the System Administrator"
Man Part No B2355-90029.
It had in chapter 2 "system Startup"
Now for 10.XX:
In HP SupportLine: HP-UX 10.x Startup and Configuration White Paper (document id OMJWP02069615). Otherwise: PDC/firmware information is covered in hardware manuals. Startup information is covered in the "Major Changes" section of the Release Notes for HP-UX 10.20 and Chapter 3 of the HP-UX 10.0 File System Layout White Paper (online in /usr/share/doc/file_sys.ps and /usr/share/doc/file_sys.txt). No change to 9.x ISL information.

boot - bootstrap process
The Series 700 and 800 bootstrap process involves the execution of
three software components:
+ pdc (see pdc(1M),
+ isl (see isl(1M), and
+ hpux (see hpux_800(1M)).
After the processor is RESET, pdc, the processor-dependent code
(firmware), performs a self-test and initializes the processor. It
then loads and transfers control to isl, the operating-system-
independent initial system loader. isl, in turn, loads and transfers
control to the hpux utility, the HP-UX-specific bootstrap loader.
hpux then downloads the HP-UX kernel object file from an HP-UX file
system and transfers control to the loaded kernel image.
