CLI in 3Com Baseline Switch 2952-SFP

Hi,
I've just installed a new 3Com Baseline Switch 2952-SFP and I don't know how to access to all functionality via TELNET, I access with management access level.
I've just access only to this commands:
initialize
ipsetup
password
ping
quit
reboot
summary
upgrade
How can I access to all the commands?
I want to create a Vlan using IP subnet and I cannot do it using Web interface.

looks like I could be a little off with the model number, -EI switches support IPv6, and -SI switches don't. This seems to be the difference.
