We are seeing the same thing in HPSA v9.14 on a single Windows 2003 32bit Terminal Server.
It occurs doing Software remediation. The error happens when running 'bs_software.bat'.
Edit: There are a few related errors found in C:\WINDOWS\WindowsUpdate.log, I'm looking into these now. It appears to Microsoft caughing up errors while running WUA.
WARNING: Failed to add file to the FileLocationList with 0x80240013 WARNING: WU client failed Searching for update with error 0xc8000402 FATAL: Unable to perform synchronous search (hr=C8000402)
