I found some licenses of Opsware ATE and Asset Tracking in my offce. Would anyone know what licensing terms/metrics Opsware ATE agents and also Opsware Asset Insight are based on ?

It's been quite some time since HP acquired Opsware. I've forwarded your question to a staff member who used to work for the team that handled ATE/Asset Tracking to see if they have any insight into your question.

I worked with the Asset Tracking software for years. The license count was for number of "clients", meaning the workstations and or servers on which you installed the Asset Tracking "discovery" client.
However, Asset Tracking Edition (ATE) software is no longer a supported application. Support for ATE ended about 3 years ago.
