error:Following client components were not downloaded successfully:
1 . Infragistics.cab :
This file has no digital signature or the publisher is untrusted.
2 . SprinterViewer.cab :
This file has no digital signature or the publisher is untrusted.
Close all connections to Server and try again.
User's system is winXP, IE version should be at least 7, and I will ask her when she is back.
She has tried many ways I found in the forum, like:
1. In Internet Explorer,
Go to "Tools -> Internet Options -> Advanced -> Security"
Uncheck the following options:
· “Check for publisher’s certificate revocation”,
· “Check for server certificate revocation*”,
· “Check for signatures on downloaded programs".
Go to “Trusted sites” in menu Tools -> Internet Options -> Security -> Trusted sites",
Add the ALM URL "http://<alm server>:<port>/qcbin" in “Trusted sites”,
Go to "Trusted sites -> Custom level -> Reset custom settings -> Reset to",
2. On the ALM URL http://<alm_server>:<port>/qcbin:
Go to the "Add-Ins Page",
Select “HP ALM Client Registration” -> “Register HP ALM Client”.
3. Tried with ALM explorer.
The problem still exist, and I found in "Trusted sites -> Custom level -> Reset custom settings -> Reset to", when I set is as low, it will auto set back to medium.
The user has local admin rights except for some settings. However, I dont know what kind of exception. I doubt this is related to the exception or firewall settings.
Please suggest what we should do to solve this issue?

This was out in the Patch 7 release notes and may help you with your situation.
Software packages are using code signing to create a digital "shrink-wrap" for code and content to protect software publishers and users. Digital signatures authenticate the source (individual, organization or software vendor) and verify the integrity of content.
The digital signature is renewed periodically (usually every several years). The digital signature is a digital “hand shake” between the installed package and the target computer. When the computer is connected to the Internet or regular updates are applied, the computer side is updated automatically.
HP Software recently renewed its digital certification with VeriSign. VeriSign root certificate used to validate HP files was updated in order ensure the highest level of security, this might affects ALM Patch 7 version and above.
If you face the following issue when trying to load the client:
“Initialization has failed. Contact your system admin. For Details, see the Loader file.”
This is because you are missing the new root certificate on the client machine.
For more up-to-date information please go to the following VeriSign KBs:

I got the exact same issue... i added the certificates... added website to trusted sites... removed any IE config that would check digital signature... tried with a domain admin account...
and i still got that ****** message
we're currently making a study on testing tools to choose one... ALM is the last one to be evaluated and it's been over 5days with no way to connect to it... HP is not responding to email... that's a good way to show that a product is a good one to your chief when you can't even setup the components....

2.3.1. Quality Center
2.3.3. Mercury Interactive
3. Clear Registry- Only on a client machine- not on a server!

For me, a working solution is :
- Close IE
- Go the "Temporary Internet Files" (%LOCALAPPDATA%\Microsoft\Windows\Temporary Internet Files)
- Delete the defective .CAB files
- Re-connect with IE

Thank you Unisev,
I tried your solution and I thought it worked because ALM reloaded all of it's components again. Turns out I ran IE in admin mode. So my suggestion to people is run IE in admin mode if you're able/allowed to, at least as a temporary solution.
For Windows 7:
Just right-click on the IE icon in the task bar.
Right-click again on "Internet Explorer" in the jump bar.
Choose "Run as administrator"
Hopefully we'll find an answer to this soon!

If you facing his issue please open IE Private session and enter the url of ALM 11 and wait for component instalation, after that you will be able to open ALM 11 in your normal IE session.

We encountered the same error recently on a number of XP virtual machines. After a LOT of digging, it was discovered that some of the workstations did not have all of the trusted root certificates that are required.
There is a Microsoft utility that you can run that will ensure that all required root certificates are there:

Finally the solution proposed by Fred_Gaumont worked for me.
I looked into the working computer certificates and compared them with failed machine and noticed that some necessary certificates are missing.
Till now i have been trying all the solutions mentioned above Fred_Gaumont post; nothing worked for me.
Thanks a lot.
