I created a notification in a decision step of a workflow, and replicated in a request twice the step in order to see the notification. HP Open/Report/create Report/Administrative/Notification Reports shows me the notifications as sent but I haven't receive any mail yet.
Is there any log or other way I can check to see where is failng?

If a send was attempted but failed you can check the bg log:
<PPM Install Dir>/server/background_services_node/log/serverLog
From the frontend an admin can do a Notification History report.

First check the service node log, and check whether the notifcation service is running fine or not. We have observed that some time if the repeatation time is less then due to over lap some notifications are missied.
Best we to check is the notifcation history report. Or you can query the DB using this SQL
