Creating a SQL to check a field in a Request

Ok here's the problem:

I have two fields in a Request called "Overall Total". and "Strategic Alignment"

The Validation for "Overall Total" is a Text Field with a Currency Data Mask.

The Validation for "Strategic Alignment" is Component Type "Auto Complete List" validated by "SQL - Custom"

 

I added a step (or two) to the workflow NOT to execute a "Create Request" step if the value of "Strategic Alignment" field not equal to Mandatory/Regulatory or when Overall TOTAL sizing estimate is less than $ 250,000.00

 How do i get the background SQL in the workflow step to check for these values only in the Request it is currently executing?
