I read an article that said to manually enter an IP address and then connect via ip. I am in a different city than the printer but the guy there cannot find a way to enter an ip address. He can select "manual" but says there is no way to enter an address.
I had him set it to BootP and print out the config page and we got an IP address of 18.104.22.168 and cannot connect. We can now see the printer but it will not connect.

No we did not change the cartridge. The printer worked fine with 10.5.8 and still does on a few machines we did not upgrade to 10.6.
We turned off Apple Talk on the 4200 and can now see the printer in the add printer dialog, however, we cannot connect to it. It just says it is connecting and runs and runs without ever connecting.

Your client does have a DHCP/BOOTP server?
22.214.171.124 is the default IP address for the JetDirect card if it doesn't get its IP configuration within 2 minutes after power up.
I would try cycling power again to see if it picks up a valid IP address ; if not, I have attached some pages that should help you manually configure the IP address on the JetDirect card.
