What does enabling/disabling it mean to OCMP application?

Better late than never,

This is a parameter that effects the DSP (software based) OCMP.

when a user hangs up while a file is recording there will be data in the file io buffer that needs to be written to disk (the last second or so of the recorded file)

this ensures that is is either flushed (true) or discarded (false)

if you are doing records on the OCMP you may want it.
It works for me (tm)
