We have purchased a HB ProBook 6470b 14"- Core i5 3230M Windows 7 Professional Hardware in US. We shipped that laptop to INDIA to be used by our offshore team. The laptop is sent through DHL and is stucked at Delhi Customs since 23rd December 2013.
Here are the details of the Laptop:
Item# 27032386 - MFG Part#: D8C09UT#ABA HEWLETT PACKARD.
HB ProBook 6470b
14"- Core i5 3230M Windows 7 Professional
Customs is asking for the NOC from BIS, which we believe is provided to the manufacturer(in this case HP).
Can anyone tell us how to get the NOC from HP. I think thats NOC is between Manufacturer and BIS.

Have you tried contacting the HPSC?
Also, I doubt anyone on the forum knows what BIS & NOC mean.
