This is a known issue listed on http://support.openview.hp.com/selfsolve/document/
disabled on the disk drive where NPS is installed (or it was disabled in the past when, for example, "HP BTO Software" folder was created) then the NPS installation fails with the errors above. To verify if the 8dot3 notation is enabled execute
fsutil 8dot3name query (Windows 2008R2)
fsutil behavior query disable8dot3 (Windows 2008 Server, Windows 2003)
The result will show the current state saved in the registry as outlined below:
The configuration is kept in the registry:
The meaning of the values for NtfsDisable8dot3NameCreation :
0 - Enable 8dot3 name creation on all volumes on the system
1 - Disable 8dot3 name creation on all volumes on the system
2 - Set 8dot3 name creation on a per volume basis
3 - Disable 8dot3 name creation on all volumes except the system volume
The default registry state of NtfsDisable8dot3NameCreation is 2 in Windows 2008(R2).
To verify if a short path was created for an already existing folder the 'dir'
command can be used. To check if the folder "HP BTO Software"
has a short name created, run the command on the full path for the folder, for example
"E:\Program Files (x86)\HP\HP BTO Software".
dir /A /X "E:\Program Files (x86)\HP"
Volume in drive E is NNMLocal
Volume Serial Number is 3880-22BC
Directory of E:\Program Files (x86)\HP
05/09/2012 01:15 PM <DIR> .
05/09/2012 01:15 PM <DIR> ..
04/27/2012 06:05 PM <DIR> HPBTOS~1 HP BTO Software
The short name listed is "HPBTOS~1".
If a short name is missing resolve the problem using the following procedure.
1. Enable 8dot3name creation (on Windows 2008R2 no reboot required)
fsutil 8dot3name set 0 (Windows 2008R2)
fsutil behavior set disable8dot3 0 (Windows 2008 Server, Windows 2003)
2. Create the 8dot3name names if any missing, for example :
fsutil file setshortname "E:\PROGRA~2\HP\HP BTO Software" HPBTOS~1
This will create a short name HPBTOS~1 for the directory "HP BTO Software".
If the program complains about HPBTOS~1, use HPBTOS~2 instead.
3. Verify the short names were created.
dir /A /X "E:\PROGRA~2\HP"
After all missing short names have been created for the NPS installation and data directories, re-run the installation with a force option checked. Or, uninstall the NPS and re-install again.
Hope this helps.

Maybe a Windows knowable person can help, or contact the system admin. You need to have local administrator privileges to install the NNMi iSPI performance.
Hope this helps.
