HP PSC 1210 Black Print Cartridge Error message

My PSC recently started giving me error messages (an "E" in place of the 1 on the copy display and a blinking light next to "Check Printer Cartridge"). I tried removing and cleaning the cartridges. No change. When I permanently removed the color cartridge the E went away, but the blinking remains. I've yet to be able to print a page. As a note, I have Windows 7 operating system. Please help.

Are you using Re-filled cartridges?
