It would be more convenient and practical if we were able to gain access to the tables on the data from LR runs. Much the same way the tables are accessible in ALM/QC. I know in the controller you can set a location to where the folder is created per run. But the MDB file located in those folders appears to have no values, yet they can populate just fine in the analysis tool.

You can open the MDB files in Microsoft Access and they will contain a raw data.
Analysis is the tool which should be used to analyze the row results generated after the scenario run in the Controller.

Most Native monitors (like Windows Resources or Sitescope) save monitored info in plain text format (offline.dat and offl_*.def files), so Notepad or any other plain text editor/viewer are only tools other Analysis you can access monitored data.

The structure of the Analysis DB is not public and not going to be such. The internal structure may change at any time.
The good option for you can be Analysis API - this is .NET api that allows you to access all the graphs data (except Raw Data). Filtering is also available tehre.
This is the recomended way.

The best way to start is to look at the "Analysis API Reference".
It is available from the "Start Menu"->HP Software->Documentation->Analysis API Reference.
Also you can look to the sample application's sources (is installed together with LR):
