I am experiencing this error. I found the previous posting regarding the Compaq control panel icon, and tried to follow the advice but am still having problems. I even tried removing the Compaq agents and re-installing the Support pack and allowing replacement of up to date components.
Is there a proper fix documented anywhere?

The Nic Agent shuts down which causes the Foundation Agent to not be able to start, which causes most of the functionality of the other SIM agents (version control being the key piece I am interested in) to be unusable.
