Why is SDM trying to download and install all softpaqs on my computer? Most of them have already been installed.

In "All Products" and "Personal" modes, SDM does not really make a determination of what SoftPaqs are installed or not. The separate list views display which SoftPaqs have been downloaded and which ones have not been downloaded.
However, "Update" mode does display the installed status of every SSM-compliant software based on data stored in the SoftPaq's accompanying CVA file.
However, on occasion, a SoftPaq that is already installed (i.e. SoftPaq appears in "Program and Features in the Control Panel") might display as available as being the latest version. This is likely due to a problem with the data in the CVA file. If you send an email from SDM to HP, the SDM Support Team can confirm that this is happening.
Having that said, the expertise of the SDM Support Team is really limited to technical problems with SDM and incorrect data problems with individual SoftPaqs are not covered by them. Such problem should be reported to HP Support (http://welcome.hp.com/country/us/en/wwcontact_us.h
