This error means that the Users should have a password to be able to login in SM via LDAP. So, make sure this User has a valid password when login to Service Manager with LDAP integrated.

It could be because of your LDAP setting that blank password is not entertained by LDAP server.
Hence use the valid user with valid password.
In which scenario you are getting this error, always or for user has blank password or anything else.
Assign Kudo, if found post useful and mark it accepted if solves the issue.
