The conditions are in the system language so that you cannot localize. The only part that can be localized is the display of label (column headers) and the value in the column if a global list is used (that is localized).
Maybe i am mistaken in something but you can use a global variable list which will have Russian meanings for every status you need and set it as a list value and display list in the column of that view.
