In the service manager trying to install Russik language.
In the "Language" tick "asset for logins."
After that, when you connect the opportunity to choose Russian language. But selecting it, nothing remains the same. Language is still English.

The language pack should be installed directly to the SM application server. After that, the dropdown list for the languages should display the new language. If you select Russian and even that all options remains in English you have to check the collation of your SM DB to confirm that it supports this kind of chars.

When installing the Windows Client, you are presented with a language option. But this only affects the installed client and no internally defined elements in Service Manager (the navigator, forms, etc.)
You must install a language pack for any language other than English.
