when escalating an interaction to an incidents, attachments are passed to the related incident, but when trying to relate that incident to a problem, the attachments are not related (no attachments are there in the problem ticket).
any idea how to do that?

I suppose there is no such functionality for moving of attachments other than escalation in interaction. Check forum to tailor such stuff.

The move of interaction attachments to the incident at escalation is not out-of-box behavior and must have been tailored in your system. You could look at how that was tailored and use it as a model to perform a similar operation when opening a related problem from an incident.
