we have upgraded from 7.11 to 9.33 and after upgrade when raising PM tickets we are getting 1 new message apart from the one configured in notification Engine as MSG for a new PM creation which displays " NEW PM ticket is opened" but we also get another message saying " Problem record added" not sure from where that message is displayed and how to display it .

Thats is not the issue , we have only one " MSG" in notification for PM Open we are not mentioning about Mails here it is only the Display message which we get when raising a PM ticket .
In notification we have configured only one message ( as class MSG) however we have received 2 messages when raising an PM ticket.

Then might be possible by some JS in respective format controls(especially in JS tab), check it.
Also look in pm processes for add, not having system so cannot say exact process name.
You can use *afind.string too for search of string “NEW PM ticket is opened” in PM processes ,format controls and display options.

Do also check the activityactions record for 'rootcause' table, it is possible that some notification is calling from there in add or update type.

I would recommend removing the msg configured in the notification definition. The record add messages appear to be called by RAD for any application that calls se.base.method to add/update records and are localized automatically.
In the RAD application se.base.method which is called by the add action for problem, after the add.record.add panel is processed, the next panel called is added.msg.
--It creates a standard message for any Object record add executed using se.base.method.
--It sends that message using panel added.msg.1, which is called after the notification defintion is executed.
When I added a custom module for a customer last fall, with no notification records configured, I received similar record added messages for that table (and was unable to remove them).
