Sorry to hear you're having issues with The Learning Center! I just tested it from my end and it does appear to work for me.
You can contact the Partner Portal support team by logging into the Partner Portal and then clicking on the "Contact HP" link located at the top left hand side of the landing page. This will show you options for email, #800 or Live Chat depending on what area you are in.
