Why we need an OpenTable for cloud computing

Could an OpenTable for cloud work for private clouds? Probably not for private clouds that enterprises build for use internally. But it could work for virtual private clouds or hybrid clouds ―private cloud services created and managed by vendors for enterprise customers. But these vendors would need to implement the procedures for public cloud providers.
