Keyboard characters swapped over

Vectra vl6/300 series 7 with ordinary generic PS/2 type keyboard, WinME.
On the vectra it swaps the " key (Shift/2) with the @ key (Shift/'). The keyboard driver selected by WinME is the generic Microsoft 101/102 key etc..
Is this a driver issue ? The keyboard works fine on my other PCs (not vectras).
Assistance appreciated.

Sounds like it thinks you have a US keyboard.

Check Control Panel/Regional Options/Input Locales and see what keyboard it thinks you have.

Also System/Hardware/Device Manager/Keyboards and see what it thinks you have there.
