Deskpro 4000 FF301 Keyboard Error

I have two Deskpro 4000, taken from the same LAN environment. The hard drive was wiped clean. I am trying to reload Win98 but can't even boot. I am getting FF 301 Keyboard Error when I try to boot. I am getting the same error on both and have tried switching out the keyboard.

I was able to boot one of the PC's on the first try to a C: prompt. It wouldn't recognize the CD player so I rebooted using a floppy. From that time on, I've gotten the FF 301 error.

I just did a google on the 301 error, short answer...check that the keyboard and mouse are in the right plugs on your computer.
