DC7700 usdt 4 beeps pause 4 beeps red light

Hi,
My dc7700 USDT was working fine till yesterday and now I am getting the 4 beeps pause 4 beeps issue.
I tried resetting the memory, replaced the memory, did a CMOS clear . The power supply unit seems ok, the fan on the PSU spins then stops after about 5 secs and the PC begins to beep. The green light on the mother board comes on.
How do I know for sure that this is a Power supply issue?
WOuld this have to do anything with AMT?

The error codes are shown on this doc. page 4 http://bizsupport1.austin.hp.com/bc/docs/support/SupportManual/c00768080/c00768080.pdf It may be an overload on the supply,try unpluging any uneeded items take it down to like motherboard, floppy and 1 memory DIMM and see if your error goes away if it does put the hardware back in one and a time after shutting down and when it quits again you have found the dead item. the other manuals are here. http://h20000.www2.hp.com/bizsupport/TechSupport/DocumentIndex.jsp?contentType=SupportManual〈=en&cc=us&docIndexId=64180&taskId=101&prodTypeId=12454&prodSeriesId=3232029

I tried all the steps as mentioned by you and in the manual link, the error doesnot go away.

Does that mean that it is a powersupply failure? How do I know for sure?

The power supply fan does turn on
