Can't format RAID-1 set

I am unable to format a RAID-1 set. Using Windows Explorer to format the R: drive gives a "Windows was unable to complete the format" message. Using Computer Management, Disk Management gives "The format did not complete sucessfully" message. There are no Event Log messages associated with the format attempts and error messages.

I am attempting first creation and use of a RAID 1 Mirror set with the Sabrent PE88 (http://www.sabrent.com/products/specs/SATA-PE88.htm) and two Seagate ST3200827AS drives. The Sabrent PE88 is installed in an HP Dx5150 sff.
