This PC currently has only 512MB of Ram and on investigating how much Ram this PC would upgrade to, the specifications say it supports up to 4 GB* on 32 bit PCs. Then it goes on to refer to the asterix and says *32 bit PCs cannot address a full 4.0 GB of memory.
Does this mean it won't work with 4GB of ram or does it mean it can't use all 4GB ?

The remark is just the same for ALL computers from all manufacturers running under any version of the 32-bit Windows OS. Due to the OS limitations those just can not use the full amount of RAM.
4 GB RAM works fine, but only 3,7 (app.) will be used by the OS.
