I don't remember this message " The monitoring engine is currently starting up..." until version 11.
It seems that when SiteScope restarts it take some 15 minutes before I can get past that message.
What changed, and how do I fix this?

Not sure if it will work for you, but I usually change the URL from say http://fqdn_of_your_sis:8080/SiteScope/servlet/Mai
If that doesn't work, try changing it to http://fqdn_of_your_sis:8080/SiteScope/j_security_
If all else fails, try closing your browser, re-opening it and browsing to your Sitescope again.

You will see this message until your server backend will be up and running (not only the tomcat webapp, but the backend service)
You can check out your server error.log to see how much time until the server has finished starting or for any startup problem.
